Using the American Rescue Plan Act Funding For High-Impact Tutoring
If parents and guardians don’t stand up together for an improvement in education offered by, and the educational administrative operations of schools funded by the United States for students why will or would anyone else?
One by one a parent or guardian is easily handled by school and educational administrations while standing up for their children.
When standing up together for our children there is no ignoring the educational topics that parents and guardians bring to the table for change.

1. Additional Academic Resources and Intervention
RICAS Testing Results This year the 21-22 scores tell a repeated story regarding the state of education being offered to students in almost all public or state run schools in Rhode Island. Educational leaders in Rhode Island want us to believe and continue to push the narrative that Covid is to blame for why our State sets at 38th in education in the United States. Truth is Rhode Island has been falling behind in education many years prior to the Covid Pandemic. Due to the effects of distance learning, schools minimalizing their focus on academic courses, and move forward with the implementation of exploration and SEL courses it is now more difficult than ever to educate students in schools.
Year: 21-22 /20-21 /18-19 /17-18 /
Statewide RICAS Scores: ELA 27.1%- 29.2% -32.2%- 25.3%
Math 24.4% -18.5% -26.7% -30.2%
2. Expand academic focused courses It is evident with all the evidence available and data offered that RI students are not being offered an appropriate education focused on the academic success of our student’s. Instead we are now flooding schools with exploration and SEL courses in disguise of the special interest groups that are funding schools worldwide. Ex. CASEL (The Collaborative for Academic, Social and Emotional Learning), UNESCO (United Nations Educational, Scientific, and Organization), The NOVO Foundation, Bill and Melinda Gates Foundation, Zuckerberg Foundation all fund/funded Equility Now, International Planned Parenthood, LGBTQ+, BLM, ect.
3.Reduce schools focus on exploration courses Exploration and SEL course are areas where these special interest groups funding schools worldwide can setup camp and push their theories and special interests upon minor aged impressionable students. These exploration and SEL classes are now being implemented, pushed and/or tolerated within RI Schools while our States Academic and Educational ranking sits at 38thin the United States.
4.Distractions in School
*Disruptive Student Students that cause a daily halt to class and lessons being taught, including the teachers’ ability to educate and students’ ability learn in schools. These student unwillingness to learn without causing distractions are taking away from all the other students in the classroom attempting to learn.
*Special Interest Distractions Allowing special interest groups, corporations or businesses to fund or implement their special interests onto minor age students within public schools is inappropriate and unacceptable. This is a huge cause of division between not only students but also teachers, school/department administrators and parents.
*Personal electronics usage within schools Students usage of personal electronics usage in schools during school hours are causing distractions in classes, invasion of students, teacher and administration privacy and are always used to cause division between students.
All of these areas are a huge cause of a loss/lack in actual class time which can hinder student comprehension of the material.
5. Parents Involvement Parents all over the United States are standing up against the education being offered to students and Rhode Island is no stranger to parents standing up against it, gathering in protest of it or voicing our stances to legislators regarding it. Mothers for years have been heroes and the voices for students who are young and impressionable. No longer is it only mothers leading in the fight for children/students. In 2022 Fathers are now standing shoulder to shoulder right beside mothers when it comes to State and Municipal schools offering students an appropriate education and against school administrative mishandling of incidents, complaints, special needs accommodations for their children/students, as well the students of RI and the United States. Parents are responsible for caring and raising their children appropriately, which includes the mental health, physical safety and well-being of their children, not U.S., R.I., or Municipal educational leaders.

Elected Pawtucket Officals,
My name is David Fargnoli of the Parents for Improvement Movement, I’m writing you to bring attention to a dilemma students within the Pawtucket School Department are currently facing. It was recently brought to the Parents for Improvement Movements attention that students within Pawtucket schools are in need of additional academic intervention and resources. This is needed to offer an academic improvement for Pawtucket students who are behind grade level or are just in need of added academic instruction for better comprehension of the academic material required to properly advance in their K-12 schooling.
We realize that Covid-19 has caused a teacher shortage in the PSD. Pawtucket students cannot be forced to suffer or be the victims for such shortages. The PSD is, was, and will be funded yearly whether there is a shortage of teachers and teachers aids or not. With the recent Covid-19 funding, given by Federal United States Government, it is unacceptable for students of Pawtucket to further academically suffer due to the negative effects stemming from Covid-19.
It has also been brought to the Parents for Improvement Movements attention that PSD elementary school students are only receiving one hour of extra academic help a week if deemed the student qualifies for such added instruction. We have been told the teacher shortage is affecting the ability for the PSD schools to offer anything additional to Pawtucket students. The Parents for Improvement Movement encourages the City of Pawtucket to be more creative with their approach in making improvements regarding the teacher shortage within the PSD. Reassure any teachers resisting a return and those who are still concerned about the effects of Covid-19 that it is safe to now return to the classroom might help. Offering a sign on bonus for new teachers entering the PSD might improve the number of available teachers willing to educate K-12 students for Pawtucket. Allowing Pawtucket’s K-12 students to fall even further behind is completely unacceptable to Pawtucket parents and also to Parents for Improvement Movement.
Parents for Improvement encourages the City of Pawtucket to use some of the 58.3 million dollars of Covid-19 relief funding and put it towards additional academic resources, the academic advancement of Pawtucket students, adding required additional teachers, teachers aids and staffing.
The Parents for Improvement Movement believes the City of Pawtucket needs to focus less on the beautification and development of the river front but more on the actual residents and families living in and children and students being educated in our historic city. Thank you for your time and for reading the Parents for Improvements concerns and position over the academic status of the City of Pawtucket’s students
Truly,
David C Fargnoli

Parents for Improvement Movement
Hello United States elected officials,
My name is David Fargnoli; I am the founder of the Parents for Improvement Movement. The Parents for Improvement Movements mission statement is; Bring attention to; stand up for and speak out about official improvements requested for areas, issues and topics which effect parents, guardians and children in the United States. The PFIM is contacting you to express our concern over the harmful and damaging actions being done by and to minor children through their use of social media platforms in the United States.
People in the United States are being exposed to so much inappropriate and harmful content on social media platforms. It is not difficult to find the real life horror stories involving minor children being obsessed with, damaged by and victimized through social media platforms. Many minor children are posting harmful photos and videos involving other individual’s private and personal issues, situations, footage or actions which often include the others misfortune onto their social media accounts for the world to see.
These types of posts can be harmful and damaging to individuals’ privacy, mental health and well-being which sometimes even results in the physical harm of the other individual which the post victimizes and violates. This leaves the victim of the minor child with no legal recourse while also providing no consequence to the minor child for their malicious actions. If a child is too young to be directly legally responsible for the content posted on their social media account then minor children should not be given direct control to access these social media platforms without parental consent which should require legal responsibility be accounted for by the minor child’s parent(s) or guardian(s).
The Parents for Improvement Movement believes parents, guardians as well as the social media platforms have to be responsible for a minor children’s social media activity as well as any damage done to another individual by the activity. Social media platforms need to be required by law to positively verify that their users are of legal age or have parental consent to utilize the social media account. If parents or guardians decide to create a social media account for their minor child then parents or guardians should be required to agree to be legally accountable, responsible and liable for any and all content posted on thus account.
We also believe that social media platforms should be responsible for following any U.S. Rules and Regulations put in place regarding posted content by a minor child that is utilizing their social media platform. This while also being held responsible, accountable and liable if the social media platform doesn’t follow the Rules and Regulations put in place by the United States regarding any violating posts by a minor child using their social media platform. Minor children are posting anything on social media platforms regardless of whether it is true, good, bad, personal, private, harmful, damaging or not with no care .
If parents, guardians and social media platforms want to allow minor children to utilize social media platforms then they need to take accountability, responsibility and liability for any harm or damage done to another individual by a/their minor child utilizing the social media platforms.
------------------------------------------------------------------------------------------------
It is a request of the Parents for Improvement Movement that the United States Congress lawmakers create a Bill(s) encompassing U.S. Rules and Regulations regarding minor social media platform account holders.
Suggestions for legal regulations and responsibilities of social media platforms and parent(s) or guardian(s) of minors social media account holders are as follows:
(A) Parent(s) or Guardian(s) must supply a confirmed email address and phone number for primary account contacts for reporting any violations, privacy issues or misuse of the social media account if they want their minor child to have access to the platform.
(B) Parent(s) or Guardian(s) will be responsible for the Accountability, Responsibility and Liability if their minor child(s) post content violates the privacy or legal rights of another individual, whether or not the other individual has an account on that social media platform or not.
(C) Parent(s) or Guardian(s) will be responsible to take and accept accountability, responsibility and liability resulting from their minor child(s) post content if it causes or is an attributing factor in another individual being physically harmed or mentally damaged due to the minor child(s) posts content.
(D) Social media platforms will be required to follow any and all U.S. laws, rules and regulations regarding minor platform users, will take and accept accountability, responsibility and liability for any damages resulting, from a minor child(s) post content or a post reported by a parent or guardian, if the social media platform does not address any reported violations to, as well as contacting the parent(s) or guardian(s) of a minor child for any reported violating post content. The social media platform will also be responsible to actively monitor all account(s) of minor children in order to identify any violations to the privacy or legal rights of another individual while utilizing their social media platform.
(F) Social media platforms will restrict any minor child’s post content from being shared by any other platform users.
The Parents for Improvement Movement understands the Bill, The Kids Online Safety Act of 2022, is crawling to acceptance through Congress and Senate chambers. It is not as easy as the U.S. Government announcing that social media platforms should take accountability, responsibility and liability for minor children using these platforms. PFIM believes parents and social media platforms need to lead by example in this area. This is the reason I am writing to you and other U.S. leaders on behalf of the PFIM requesting this process begins to move with rapid urgency through serious immediate actions by our United States leaders.
Truly,
David Fargnoli

Parents for Improvement Movement
Focus-For Pawtucket Parents, Guardians, their friends and families to bring attention to the fact that the City of Pawtucket lacks a community recreation center for its residents and youth.
For the City of Pawtucket to provide a safe recreational environment for Pawtucket youth to bond, to build socialization skills, to encourage active participation in recreation and city functions. This would also give the youth of Pawtucket an alternative to hanging out at home or getting into trouble on the streets.
Request- Pawtucket Parents, Guardians, their friends and families request that the City of Pawtucket backs the development of, the location for, handles the operations of, and facilitate an affordable Pawtucket Community Recreation Center for adult and youth residents living in the City of Pawtucket.
It is not hard to see or understand why many city youth end up walking off of the proper path when they are not provided a trusted indoor environment, such as a community recreation center, away from home to take part in youth activities and programs. Also it would benefit the youth in Pawtucket to have access to a comfortable environment encouraging youth socialization, growth and to participate in age appropriate activities, games, lessons and programs.
The fact that this type of indoor community recreational environment is not being offered to our residents in the City of Pawtucket has left many of our cities youth with no direction to turn for the ability to participate in evening, weekend and summer recreational peer interactions needed by growing youth.
This indoor recreational environment would cover the grey areas for youth such as evening/night and weekend hours with adjustable summer hours which are not offered through current programs available to youth in Pawtucket. This environment could also be used for city events as well as an option to rent for accommodating third party, resident and community programs, events and activities. This Pawtucket Community Recreation Center should be located on a main road with easy on/off access along a RIPTA bus route to be easily accessible for the safety of Pawtucket youth and residents.
Understandably funding is a key point of concern among residents of Pawtucket. Federal and private funding is available for community development projects such as this. Another option is for the City of Pawtucket is to partner with a nonprofit organization to access offered grant funding for community and city improvement projects. There are numerous grants; too many to name them all here, offered to nonprofits for funding community and recreational improvement projects.

Original letter: Oct, 2020
Revised: Feb, 2021
Hello, (sent to many elected officals and media/news outlets)
We are rewriting this to again response to the current manner the City of Pawtucket is educating, grades 1 thru 12, their students. My name is Aeron Fargnoli, I am a 12 year old 7th grade student that resides in the City of Pawtucket. My father and I started the petition, Pawtucket Students and Families for In Person Learning. I realize and agree that every parent should have the right to request a virtual education for their children during this pandemic. My petition is not attempting to remove the option for virtual education but rather the City of Pawtucket offer there students the in person education that all other students of the Cities of Rhode Island are offered.
We believe it is hard to look past the fact that every other city in the State of Rhode Island offers there students in person learning in October of 2020. As a female member of a strong, stand up, family this situation causes me concern that the City of Pawtucket is bordering, if not crossing the line of discrimination against the students of the City of Pawtucket. The students of the City of Pawtucket are being singled out, being the only students in the state of Rhode Island, not being offered in person learning by their city.
We can only speak for ourself but we think all students within the State of Rhode Island should be offered the same opportunity for learning. All this being said I feel that having to get up every day and learn within the same walls that we live is not good enough when every other city is back in school. Also distance learning is harshly limiting social interaction, which data shows can cause irreparable mental, social and emotional damage.
We are writing this to gain support and respectively ask the State of Rhode Island and City of Pawtucket to use all measures in or at hand to reassure and secure the students of the City of Pawtucket a safe but well do option for students to return to in person learning. Please support my petition in any means necessary. Below this letter you can find my petition.
Thank you,
Aeron Fargnoli
